1.        The Government of the Commonwealth of Dominica has received financing from the World Bank toward the cost of the Disaster Vulnerability Reduction Project, and intends to apply part of the proceeds toward payments under the contract for Rehabilitation of Eastern Road Works Phase 1.

 

2.        The Ministry of Environment, Climate Resilience, Disaster Management and Urban Renewal now invites sealed Bids from eligible Bidders for Rehabilitation of Eastern Road Works Phase 1, as described below:

 

Lot 1 (Bois Diable to Castle Bruce - Segment 2):

 

Location of Works: Bois Diable to Castle Bruce (Segment 2), Chainage 4+532 to 14+080, Length 9.548 km.

 

Duration:         540 days

 

The Scope of Works includes:

 

·         Road rehabilitation, widening to 6.50 m road width, alignment improvements, sealed shoulder, milling and recycling of existing pavement and addition of new base and wearing courses;

 

·         Construction of two new bridges: L’Riviere L’Or (Ch. 8+388 – 8+416) and Belle Fille Bridge (Ch. 12+357 – 12+390), in steel-concrete composite construction and including demolition of the existing bridges;

 

·         Replacement or construction of 184 minor drainage structures, 3 major box culverts, 6 retaining walls and 7,300 m length of kerb and slipper drains;

 

·         Slopes stabilization and bioengineering;

 

·         Traffic signage, road markings and safety barriers;

 

·         Utility liaison; and

 

·         Street lighting, bus stops and sidewalks.

 

 

 

Lot 2 (Castle Bruce to Hatton Garden – Segment 4):

 

Location of Works: Castle Bruce to Hatton Garden (Segment 4, passing through the Kalinago Territory). Chainage 14+080 to 33+935. Length 19.855 km.

 

Duration:         730 days

 

The Scope of Works includes:

 

·         Road rehabilitation, widening to 6.50 m road width, alignment improvements, sealed shoulder, milling and recycling of existing pavement and addition of new base and wearing courses;

 

·         Construction of three new bridges: Castle Bruce Bridge (Ch. 15+578 – 15+593); Richmond River Bridge (Ch. 17+485 – 17+497); and Pagua Bay Bridge (Ch. 33+838 – 33+863), all in steel-concrete composite construction and including demolition of the existing bridges;

 

·         Replacement or construction of 238 minor drainage structures, 6 major box culverts, 18 retaining walls and 13,000 m length of kerb and slipper drains;

 

·         Slopes stabilization and bioengineering;

 

·         Traffic signage, road markings and safety barriers;

 

·         Utility liaison; and

 

·         Street lighting, bus stops and sidewalks.

 

 

 

This bid is conducted on a lots basis. Bidders may bid for any one or all lots as further defined in the bidding documents. Bidders wishing to offer discounts in case they are awarded more than one contract are allowed to do so, provided that the discounts are included in the Letter of Bid.

 

3.        Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers-Procurement in Investment Projects Financing” November 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5.      The Bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to the address below.  The document will be sent by e-mail.

 

6.        Bids must be delivered to the address below on or before 3:00 pm on November 27, 2019. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on November 27, 2019.

 

7.      All Bids must be accompanied by a Bid Security of:

 

 

 

         Lot 1: Three hundred ten thousand Dollars United States Currency (US$310,000)

 

         Lot 2: Five hundred forty thousand Dollars United States currency (US$540,000).

 

8.        Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

About Us

The Disaster Vulnerability Reduction Project (DVRP) officially launched in September 2014 with the establishment of a Project Coordination Unit (PCU). The PCU is charged with the responsibility of implementing the various activities under the DVRP. It is funded by the World Bank, International Development Association (IDA), Pilot Program for Climate Resilience (PPCR), Strategic Climate Fund (SCF) and the Government of the Commonwealth of Dominica.
